March 13, 2025 – The Philippine Drug Enforcement Agency (PDEA) conducted a surprise inspection today at ActivCare Home Health Solutions, Inc., assessing the company’s compliance with regulations on dispensing controlled substances, particularly opioids. The inspection verified that ActivCare has successfully adhered to strict protocols in handling and dispensing regulated drugs, further strengthening its commitment to patient safety and regulatory compliance.
Leading this successful compliance effort are Head Pharmacist Merlina Peralta and Pharmacy Assistant Marjorie Besares, whose diligent oversight and adherence to best practices ensured that ActivCare met all regulatory requirements set by the PDEA. Their efforts have played a crucial role in maintaining the integrity of the company’s pharmacy operations.
By fully complying with PDEA’s Standard Operating Procedures (SOPs), ActivCare remains authorized to dispense much-needed medications, including opioids, to its palliative care patients. This ensures that individuals under ActivCare’s care—many of whom suffer from chronic pain and life-limiting conditions—receive the essential treatments they require for comfort and improved quality of life.
The surprise visit by PDEA highlights the importance of strict regulatory compliance in handling controlled substances, especially in healthcare settings. ActivCare’s transparent record-keeping, proper documentation, and responsible dispensing of opioid medications have earned commendation from the inspecting authorities.
With this seal of approval from PDEA, ActivCare Home Health Solutions continues to uphold its mission of delivering high-quality healthcare services while ensuring that all pharmaceutical practices align with government regulations. This milestone further cements ActivCare’s reputation as a trusted provider in home healthcare and palliative care solutions.

“A lot of hospitals and clinics, especially those located within Metro Manila, are quickly getting filled up with patients following the steep rise of COVID-19 cases in the Philippines after the holiday season…Unfortunately, not everyone knows how to take care of the sick at home since they lack the equipment or skills to do so. Thankfully, these establishments offer private nursing services within the comforts of your own home.”
Manila Bulletin: The Medical City: Bringing healthcare into the future“We have partners here,” Jose Xavier “Eckie” B. Gonzales, chairman of TMC, explains to the Manila Bulletin. “There’s ActivCare, which is oriented toward hospice, if you’re very sick but you don’t want to stay in the hospital over time because you want to be with your family…”
ABS-CBN NEWS: Home care for COVID-19 patients harder amid rising demand, lack of health workers“Caring for a COVID-19 patient at home is a challenging and a daunting endeavor. While there is a demand for the service, there is a lack of health workers. Despite this, however, health workers remain committed.
The Medical City in Pasig City and ActivCare each have 3 to 4 teams dedicated for home care. Each team is composed of three members: the attending physician, a caregiver or nurse and an associate physician who will do the home visits.”
